The 21-year-old Northern Ireland international makes the switch to Craven Cottage as Marco Silva looks to build on a promising recent campaign and push the club toward European ambitions.
Charles came through the ranks at City and showed exactly what he is capable of during an impressive loan spell at Southampton, where he was one of the standout performers in the division. The ability to screen the defence, recycle possession intelligently and still have the engine to press from midfield made him a fan favourite at St Mary's — and enough clubs took notice to push Fulham into making their move now rather than risk a summer auction.
At £30 million, this is a serious piece of business. Fulham are not a club that splashes money carelessly, which tells you something about the level of conviction behind this deal. The age profile suits them perfectly — Charles is young enough to grow with the project but experienced enough to contribute from the off.
"This is the right place for me at the right time," Charles said. "The manager has shown real faith in me, and I want to repay that. Fulham are going places and I want to be part of that journey."
Manchester City, meanwhile, receive a clean fee for a player they had earmarked as a future first-team option — but between the competition for places and Charles's own desire for consistent game time, the exit made sense for all parties.
Northern Ireland fans will be particularly excited. Their captain-in-waiting now has a Premier League home where he will genuinely be wanted and used week in, week out. That consistent exposure at the top level should only sharpen what is already a considerable talent.
