Max Dowman scored two goals at Portman Road on Tuesday night, and by Wednesday morning half of English football was arguing about how often a 16-year-old should be allowed to play. Mikel Arteta, who has to actually make that call, sounded like a man who has thought about it more than anyone.

Arsenal beat Ipswich Town 4-2 in the Carabao Cup. Dowman played the full 90 minutes, his first proper run-out of the season, and used it to remind everyone why he broke into the side in the first place.

Two goals, two different kinds of finish

The first was the one people will replay. He ran at the Ipswich defence, left two of them on the floor, and slotted past the goalkeeper. The second showed a different quality — no panic, no snatch at it, just a placed finish into the bottom corner.

"Unbelievable, he's unpredictable, he can go either way, so fluid, so nice to watch," Arteta said of the solo effort. Then came the caveat. "He is 16 years old and we have to be really cautious. We don't want to stop him, we don't want to put the brakes on him, we need to develop him and we are fully aware what he needs. He will have opportunities."

Only one other 16-year-old has scored twice in a game for a Premier League club in any competition: Wayne Rooney, for Everton against Wrexham in 2002. That was in the League Cup too.

The wait for minutes

Dowman made 13 appearances last season and set a pile of records doing it — youngest Champions League player ever at 15, Arsenal's youngest starter, the Premier League's youngest starter, youngest scorer and youngest title winner. His goal against Everton, where he carried the ball half the pitch with Jordan Pickford stranded upfield, was voted Arsenal's goal of the season. He did all of it while sitting GCSEs at Brentwood School.

This season has been quieter. Arsenal have won all seven games across four competitions and Arteta has named the same front four in every league match — Bukayo Saka, Christos Tzolis, Martin Odegaard and Kai Havertz. Dowman was an unused substitute four times and out of the squad twice before Tuesday.

Handle with care

The people around him are saying the same thing in different words. "He will be a star in the future if he keeps his eyes and ears open and keeps learning," Mikel Merino told BBC Radio 5 Live. "He's just 16 so he needs a lot of coaching, especially tactically."

Jamie Redknapp called the club's management of him "perfect" while warning against starving him of minutes. Conor Coady went further on Sky Sports: "A 16-year-old boy should not be doing this. He has got no better manager than Arteta to look after him." Arteta's own line about context was the most revealing part of the night. "In other leagues in Europe, that's a totally different context, but in this league, with the demands that the league has, we really need to make sure every time we throw him in, he's in the right context with the right preparation."

Match facts: Ipswich Town 2-4 Arsenal, Carabao Cup third round, Portman Road, Tuesday 15 September 2026. Max Dowman, 16, scored twice in his first start of the season. He is the second 16-year-old to score twice in a match for a Premier League club, after Wayne Rooney in 2002. Arsenal have won all seven fixtures this season.
